Live risk analysis is intentionally separate from long-term baseline scoring. A city can have high baseline exposure even when today is quiet, or a low baseline with elevated live alerts during an outbreak.

The live layer uses active NWS alerts, SPC outlook signals, named storm information, and related weather feeds to show near-term pressure.

For media and local reporting, this helps distinguish chronic exposure from the current event posture.
